November Election Information

Dear Bullock Creek Parents, Staff, and Community Members:

The upcoming November 4, 2014, Election is important on many levels including many national, state, and local decisions. None are more important to your children, however, than the Non-Homestead Millage Renewal for the Bullock Creek School District.

I have included in this message both the election language and a fact sheet explaining the renewal and its consequences. Please feel free to contact me if you have any questions regarding this proposal and please vote on November 4!

EXHIBIT “A”

OPERATING MILLAGE RENEWAL PROPOSAL

This proposal will allow the school district to levy the statutory rate of 18 mills on all property, except principal residence and other property exempted by law,required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2015 tax levy.

Shall the currently authorized millage rate limitation of 18 mills ($18.00 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Bullock Creek School District, Midland County, Michigan, be renewed for a period of 11 years, 2016 to 2025, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2016 is approximately $1,060,342 (this is a renewal of millage which will expire with the 2015 tax levy)?

FOR THE ANNUAL NOVEMBER 4, 2014 ELECTION

THE PROPOSAL

At the November 4, 2014 annual school election, voters will be asked to vote on a renewal of the 18 mills on non-homestead properties for 11 years.

This vote is requested to allow the district to continue to collect the 18 mills that voters approved in 1996 on non-homestead property such as apartment buildings, rental homes, vacation properties, some vacant land, and commercial/industrial properties. This tax is NOT levied on homestead property.

HOW MUCH WILL A “YES” VOTE COST?
There will be NO TAX INCREASE for any taxpayer as a result of a “YES” vote on this proposal.

WILL A “NO” VOTE LOWER MY TAXES?
A “no” vote will not lower taxes on your home. This millage only applies to business, industrial,

and commercial properties.

REASON FOR REQUEST

The Non-Homestead Millage is required by Proposal A, the state’s school funding structure, in order for Bullock Creek Schools to receive its full per-pupil funding from the state. The law requires that the 18 mills on Non-Homestead property cannot be collected unless it comes before voters in an election.

The per student operational dollars ($7,250 estimate for 2014-15) authorized under Proposal A is made up of both local tax dollars (this millage) and money from the State of Michigan. Without this millage renewal, the district will NOT receive the full $7,250 per student to maintain our current level of educational activity.

HOW IMPORTANT IS THIS VOTE?

Extremely! This renewal represents approximately $1,060,000 of operating funding (about 17% of our general fund) which directly supports classroom activities. Bullock Creek Schools would need to make drastic changes to adjust to the loss of this vital funding.
